People don't make a big deal enough about fighters turning down fights. People even defend it today with "they are being smart with their career".
The ones who get screwed by it and one of the biggest issues in the UFC today is guys who are rejected for all the matches and are stuck low rank even when they belong with the top, but are basically stuck getting ducked and it could take years to break through even though they are ready.

The UFC has to accept some blame for that situation.
The show-win compensation structure is ridiculous (who doesn't already want to win their fight???) and the way that even one loss can set someone back can be problematic too. These are probably two key reasons why fighters are inclined to turn down certain fights, but especially the pay structure.
Just pay a straight show salary, with a bonus for FOTN and ALL finishes, and reduce the weight of wins-losses with more focus on performances, a willingness to take fights, etc...and I bet we would see fewer guys turning down fights.

Something like that needs to happen. Look at WW. Why take a tough guy? Someone like Masvidal who is older with name value will pay you more and earn you more money. Its the "career moves" that are f*cking up rankings.

I think a good way around this is the UFC setting up mini tournaments with the eventual winners jumping over the rank squatters in the rankings.
Edit Your pay structure idea is much better

Jack's legit, but I want to see him build up, so I see that as a future fight rather than a 'right now' fight - 170 could be exciting going forward...

It was a very respectful call out from Jack that seemed to completely fly under the radar. Not sure if it even is a call out, but I guess he clearly wants to fight guy lol:
